Public Works Director - Jim Reed

Jim Reed serves as the Director of Public Works for the City of Bellmead, bringing more than 46 years of experience in public service, transportation planning, infrastructure development, and project management. His career spans municipal, regional, and state-level agencies, with extensive work on capital improvements, mobility planning, and intergovernmental coordination.

Prior to joining Bellmead, Mr. Reed served as the Transportation Planning Manager for the City of Waco, where he developed regional planning and mobility strategies, advanced GIS-based project tools, and led initiatives related to Safe Routes to School, transportation grants, and alternative mobility planning. His earlier roles with the City of Waco included Streets Division Manager—overseeing 56 employees and managing fleet operations, maintenance, right-of-way work, ice/snow response, and annual budgeting—and Capital Improvements Program Manager, where he managed more than 130 projects totaling over $295 million in water, wastewater, and street improvements.

Before transitioning to municipal service, Mr. Reed served 27 years with the Texas Department of Transportation (TxDOT), including as a Local Government Projects Manager. In that capacity, he negotiated 62 funding agreements, administered federally funded projects, and coordinated state, federal, and local partners on major regional transportation and safety initiatives.

Mr. Reed holds an Associate’s Degree in Architectural Design and Drafting from Texas State Technical College and maintains OSHA 510 – Construction and TxDOT Local Government Project Procedures (LGPP) certifications.

Mr. Reed is committed to ensuring that Bellmead’s infrastructure systems support long-term community growth, safety, and economic opportunity. He joined the City of Bellmead in January 2026.
