The City of Bellmead Utilities Department is committed to safeguarding the privacy of our customers’ information in compliance with Texas Utilities Code Section 182.052, which enforces strict confidentiality standards for all government-operated utility accounts.

Why Confidentiality is Important

Under state law, the following information is automatically confidential unless the account holder provides explicit written consent for disclosure:

  • Personal details, including addresses, telephone numbers, and Social Security numbers.
  • Information on utility usage, such as volume or units consumed.
  • Billing details, including amounts charged or collected.
  • Account statuses, such as delinquency, disconnection eligibility, or whether services have been disconnected.
  • Data collected through advanced metering systems, including billing and usage information.

This legal protection applies even if the account is still in the name of a previous resident, deceased individual, or someone no longer associated with the property. Without written authorization, we cannot share account information, even with those currently residing at the address.

The Purpose of Confidentiality

The law ensures that personal data is shielded from unauthorized access, protecting individuals from privacy breaches and potential identity theft. It also prevents misuse of sensitive utility account details by unauthorized parties.

Requesting Disclosure

If you are the named account holder and wish to make your information public, you must submit a written request to the Utilities Department. Otherwise, all customer account details will remain confidential, as required by law.

We understand that this policy may be frustrating in certain situations, but it is a necessary measure to ensure compliance with state law and protect the privacy of all customers.
