Yousry " Yost" Zakhary

Historical Highlights of Yousry Zakhary's Tenure as City Manager
During his tenure as City Manager, Yousry Zakhary played a pivotal role in steering the City of Bellmead towards substantial growth and development. His leadership was marked by several key accomplishments that will have a lasting impact on our community.
Under Zakhary's guidance, the city is embarking on significant infrastructure projects, including the multi-agency upgrade of the North sewer interceptor and the expansion of city parks, enhancing the quality of life for Bellmead residents.
He is instrumental in revising the city's zoning ordinances, promoting sustainable development while maintaining the city's unique character.
His tenure is characterized by prudent fiscal management, resulting in balanced budgets and numerous awards for budgeting, financial reporting, and investment policies.
The City of Bellmead received the Award of Excellence for the Public Service Announcement video, "We ARE Bellmead" under his leadership.

Everett "Bo" Thomas III

Anne Smith, Interim City Manager

James Karl, Interim City Manager

S. G. "Scooter" Radcliffe

Legacy
Scooter Radcliffe's nearly two-decade tenure was characterized by community and economic development. He led numerous projects that improved the quality of life for residents, including the creation of parks, community centers, and new business opportunities. Radcliffe was known for his hands-on approach and his ability to connect with the community, fostering a sense of unity and progress. Under his leadership, the Economic Development Corporation was formed, the Research Water Well was constructed, a new City Hall was built, and Loop 340 was expanded from a two-lane highway to four lanes. Other notable contributions include:

Harold M. Baker

B. K. West
November 26, 1957 - September 22, 1982
Legacy
B.K. West was Bellmead's first city manager, serving an impressive 25 years. His tenure saw the foundational development of the city's infrastructure. He was instrumental in creating the Planning and Zoning Commission and establishing essential departments such as Police, Fire, Finance, and Public Works. Under his leadership, Bellmead transformed from a budding community into a structured municipality. Notable projects during his time include:
- May 28, 1957: Establishment of the Planning and Zoning Commission, marking the beginning of structured city development and land use planning.
- June 7, 1957: Creation of the Fire Department (FD), Police Department (PD), and Public Works (PW) departments, laying the cornerstone for essential city services dedicated to ensuring the safety, order, and well-being of our community.
- September 24, 1957: Approval of the Policy of Working Conditions, affirming the city's commitment to fair and conducive work environments for all municipal employees.
- January 14, 1958: Inception of the Parks & Recreation Board, signifying a dedication to enhancing community life through recreational spaces and activities.
- February 4, 1958: Adoption of the City Manager form of government, transitioning to a more efficient and professional administrative structure aimed at fostering responsive and effective civic management.
- April 22, 1958: Implementation of uniform standards for city police officers, "City will furnish 2 trousers, 3 shirts, and a cap," ensuring a professional and recognizable presence within the community. Officers were tasked with providing additional necessary gear, emphasizing a shared responsibility for readiness and appearance.
- July 8, 1958: Establishment of the Plats and Subdivision Ordinance, guiding the thoughtful and sustainable growth of our city's neighborhoods and communities.
- 1965: James Connally Technical Institute Creation
- 1965: A.O. Smith Manufacturing Locates to Bellmead
- 1966: Leased 6 Acres for City Landfill, Purchased 51.57 Acres for City Landfill
- 1967: Southern Standard Building Code, National Electric Code, and Plumbing Code Adopted
- 1968: TMRS Participation Adopted, 1st Sales Tax Check Received
- 1969: Comprehensive Plan Adopted
- 1970: Community Center and Pool Construction Began, Community Center Grand Opening
- 1971: Construction of Loop 340
- 1971: Minimum Housing Board Created
- 1972: Animal Control Created, 1st Revenue Sharing Check Received
