The Finance Department administers the financial affairs of the City, and is responsible for the collection, investment, disbursement, and documentation of all City funds. The Finance Department prepares and publishes the City's annual budget and annual comprehensive financial Report (audit). The Finance Department includes:
- Budget development and compliance
- Accounting and financial reporting
- Accounts payable and receivable
- Utility billing and collection
- Risk management services
- Human resources services
- Municipal Court

The Government Finance Officers Association of the United States and Canada (GFOA) has awarded the City of Bellmead with the Distinguished Budget Presentation Award for the FY 2023 Annual Budget. In addition to receiving this award, the city's budget also received special recognition in two categories:
- Special Capital Recognition
- Special Financial Policies Recognition
To receive this award, a governmental unit must publish a budget document that meets program criteria as a policy document, as a financial plan, as an operations guide, and as a communications device. To receive special recognition, the budget document must be rated outstanding by all three reviewers in that category.
This award reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting.
This is the fourth time in the City's history that it has earned this award, the first being for the FY 2020 budget document and the first time that the city's budget has been awarded special recognition in any categories.
Financial Transparency Award
The GFOA has awarded the City of Bellmead with a Certificate of Achievement for Excellence in Financial Reporting for its comprehensive annual financial report for the fiscal year ended September 30, 2021. To be awarded a Certificate of Achievement, a government must publish an easily readable and efficiently organized comprehensive annual financial report. This report must satisfy both generally accepted accounting principles and applicable legal requirements.
This award reflects the commitment of the governing body and staff to go beyond the minimum requirements of generally accepted accounting principles and prepare comprehensive financial reports that evidence the spirit of transparency and full disclosure.
This is the third year that the city has achieved this prestigious award
Investment Policy Award
Government Treasurer's Organization of Texas provides professional guidance in developing an investment policy and recognizes outstanding examples of written policies. The City of Bellmead has been awarded a certificate of distinction for Bellmead's policies that meet established criteria.
This is a two year Certificate of Distinction that was awarded to the City of Bellmead for drafting, adopting, and implementing an investment policy that complies with the Public Funds Investment Act and meets GTOT best practice guidelines. GTOT provides professional guidance in developing investment policies and recognizes outstanding written policies.
This is the first GTOT award that has been awarded to the City of Bellmead. The city has also received its second GTOT award for the years 2023-2024.
