Finance
The Finance Department administers the financial affairs of the City of Bellmead. Our mission is to protect public resources, ensure transparency, and provide accurate and timely financial information for decision-making.
We are responsible for the collection, investment, disbursement, and documentation of all City funds, and we prepare the City’s Annual Budget as well as the Annual Comprehensive Financial Report (ACFR)

Distinguished Budget Presentation Award
The Government Finance Officers Association (GFOA) has awarded the City of Bellmead the Distinguished Budget Presentation Award six times since FY 2020.

⚑ FY 2020 marked the City’s first-ever fully transparent budget document. Since then, Bellmead has earned national recognition for clarity, transparency, and performance measurement.
The City’s FY 2025 budget also received We Hire Vets special recognition for Performance Measures, marking the second time Bellmead’s budget earned distinction in a specialized category. Past special recognitions include:

Certificate of Achievement for Excellence in Financial Reporting
For six consecutive years (FY 2019–FY 2024), the City has received the Certificate of Achievement for Excellence in Financial Reporting from GFOA.

This award recognizes governments that go beyond the minimum requirements of generally accepted accounting principles (GAAP) and legal standards to produce reports that embody clarity, transparency, and full disclosure.
⚑ Bellmead had never prepared an ACFR prior to FY 2018, making this recognition especially meaningful.
Investment Policy Award
The Government Treasurers’ Organization of Texas (GTOT) awarded Bellmead its first Certificate of Distinction for the City’s Investment Policy in 2021.
This honor is granted to cities that adopt policies meeting the Public Funds Investment Act and GTOT best practice standards. Bellmead has since earned its third GTOT distinction for 2025–2026.
Transparency Stars
In 2025, the Texas Comptroller of Public Accounts awarded the City of Bellmead four Transparency Stars for excellence in providing meaningful, accessible information to the public on:

We Hire Vets Recognition
The Texas Workforce Commission and Texas Veterans Commission recognized the City of Bellmead with the We Hire Vets designation. This honor is awarded to employers whose workforce is made up of at least 10% military veterans.
Bellmead is proud to employ veterans across multiple city departments, honoring their service and valuing the skills they bring to our community.
Small Government Entity of the Year
In 2024, the Texas Veterans Commission recognized the City of Bellmead as the Small Government Entity of the Year for its commitment to hiring military veterans across multiple departments.
This award highlights Bellmead’s culture of service — where veterans can transition seamlessly from military to municipal service.
