The City of Bellmead purchases and procures good and services from qualified vendors across all its departments to best serve residents and businesses. Regardless of the expenditure, it is the policy of the City to garner competition that produces the highest quality goods and services at the lowest possible price or best value to the City.

SUBMISSION OF SEALED BIDS/PROPOSALS

All bids and proposals are made through the competitive bid/proposal process and are awarded to the lowest responsible bidder or to the bidder who provides the goods or services at the best value for the City, pursuant to Texas Local Government Code Sec. 252.043.

ELECTRONIC BID SUBMISSIONS:

All bids/proposals are encouraged to be submitted electronically using the Euna OpenBids (formerly DemandStar) purchasing portal by the date and time ascribed in the bid documents.

Euna OpenBids, an online marketplace connecting local governments with an extensive network of suppliers across the county, is open and accessible to all businesses. Euna OpenBids gives instant access to requests for bids/proposals/information, quotes and other opportunities with the City of Bellmead. 

Although registration is required, vendors can download City of Bellmead solicitations, upload responses and receive automatic notifications of City of Bellmead solicitations for free.

Vendors and business are strongly encouraged to thoroughly read the bid or proposal documents when developing a solicitation response . 

HARD COPY BIDS/PROPOSALS:

The City also accepts hard copy bids/proposals. If hard copy bids/proposals are submitted, they should be sent to the address below:

Late bids/proposals will not be accepted for any reason and are returned unopened. Sealed bids are publicly opened at a date, time, and location specified in the bid documents. Only the names of the suppliers submitting proposals in an RFP process are announced at the public proposal opening. Contents of the proposals are not open for public inspection until after the contract is awarded.

Bid/proposal updates will be tracked on the City's website and awards will be posted in the Euna OpenBids purchasing portal.
